- Grants will not be made to indviduals, non-government political organizations, organizations who try to influence legislation, organizations not exempt under irc section 501(c)(3) or qualify under code section 170(c)(1) or (c)(2)(b), and any person or entity that would cause such grant to be a taxable expenditure under the internal revenue code.
