Provides $2500 0% interest deferred loan for closing costs. First-time homebuyer defined as not owning home in past 3 years. Home must be in Clinton County. Annual state aid distribution to VFRAs for training; equipment; insurance; death benefits. Funding from 2% tax on fire insurance premiums from out-of-state companies. 2025: $73 million to 2507 municipalities statewide. 2024: $68.26 million to 2501 municipalities. VFRAs must comply with state laws and are subject to Auditor General audits.

Federal HUD program targeting three national objectives: benefiting low-to-moderate income (LMI) residents; preventing or eliminating blight; meeting urgent needs. County applies annually to PA DCED. Public authorities and municipalities with populations less than 10,000 must apply to County Commissioners. Nonprofits operating public facilities in LMI areas or serving protected groups may apply.
