Pennsylvania American Water
Annual grants for fire and rescue organizations in PA American Water service areas. 2025 awarded $131500 to 203 organizations in 32 counties. Grants cover: personal protective gear; communications equipment; firefighting tools; water handling equipment; training materials. Program since 2009 has contributed over $1 million. Clinton County eligibility dependent on PA American Water service area coverage.
Clinton County Planning/STEP Inc.
Provides owner-occupied home rehabilitation assistance for code compliance. Covers weatherization; handicap accessibility; structural repairs; electrical/plumbing; roof repairs; lead-based paint removal. Uses CDBG; Keystone Communities; Act 105 PHARE; and Affordable Housing Funds. Families with incomes below 80% of area median eligible. Contact STEP Inc. to apply.
PA Department of the Auditor General
Annual state aid distribution to VFRAs for training; equipment; insurance; death benefits. Funding from 2% tax on fire insurance premiums from out-of-state companies. 2025: $73 million to 2507 municipalities statewide. 2024: $68.26 million to 2501 municipalities. VFRAs must comply with state laws and are subject to Auditor General audits.
PA State Conservation Commission
State tax credits for farmers and businesses implementing Best Management Practices (BMPs); purchasing no-till/low disturbance equipment; planning for conservation/nutrient management. Applications must be verified by Conservation District; USDA-NRCS; Technical Service Provider; or Nutrient Management Specialist certified under Act 38.
Clinton County Planning Department
Federal HUD program targeting three national objectives: benefiting low-to-moderate income (LMI) residents; preventing or eliminating blight; meeting urgent needs. County applies annually to PA DCED. Public authorities and municipalities with populations less than 10,000 must apply to County Commissioners. Nonprofits operating public facilities in LMI areas or serving protected groups may apply. Area served must be 51%+ LMI residents per HUD income limits. Project activity period is 18 months from subcontract date. Environmental impact evaluation required.
City of Lock Haven
Loan program for new and existing small businesses in City of Lock Haven. Eligible uses: new construction; improvements to existing businesses; machinery and equipment purchase/installation; working capital.
Clinton County Economic Partnership/Visitors Bureau
Annual tourism grant funded through county lodging tax. Supports marketing; product development; special events; attraction enhancements that increase overnight stays from visitors beyond 50-mile radius. 2025 program allocated $100000 to 17 projects. Requires 25% match (cash or in-kind; volunteer hours not accepted). Applications typically open late fall with early January deadline.
Clinton County Economic Partnership
County-based revolving loan program. Eligible uses: land acquisition and development; plant construction; machinery and equipment; working capital. Applicants must be located or planning to locate in Clinton County.
Clinton County Conservation District
Reimburses 75% of cost (up to $250 per plan) for farm plans developed by private planners. Covers manure management and agricultural E&S plans. Submit reimbursement request after receiving invoice from planner.
Clinton County Economic Partnership
Low interest loan program for businesses in I-99 corridor and distressed areas. Eligible uses: facade improvements; interior renovation; additions; land/building purchase for expansion or start-up; machinery and equipment; working capital; professional fees (architects; engineers; surveyors; appraisers; accountants; attorneys). Applicants must be creditworthy with economically feasible purpose.
Clinton County Affordable Housing Fund
Provides $2500 0% interest deferred loan for closing costs. First-time homebuyer defined as not owning home in past 3 years. Home must be in Clinton County. Must be principal residence (no seasonal homes). Single-family residence required. Lien placed at closing requiring repayment when property vacated or sold. Income limit: 100% HUD income limits.
Clinton County Planning Department
Relocation incentive program to attract new residents to Clinton County. NOT CURRENTLY ACCEPTING APPLICATIONS as of November 2025. Program was suspended. Check website for updates on reopening.
Clinton County Conservation District
State Conservation Commission program providing funding for environmentally sensitive road maintenance to prevent sediment pollution to streams. Municipalities must attend two-day ESM training every five years to be eligible. QAB ranks applications and recommends to Conservation District Board. Contract includes 50% advance payment option. One year to complete project with possible one-year extension.
